The refund costs for the Youth Exchange program vary by which program you are in. See clarification below for the Inbound and Outbound Programs. All dates are approximate. In all cases, the ruling of the District 6270 Rotary Youth Exchange Chairman will be controlling.
 
INBOUND PROGRAM
 
Once the host Rotary Club has filed an Inbound Student Reservation Commitment form with the District RYE Committee, and the District Youth Exchange Chairman has committed for that student at the annual meeting in Grand Rapids (mid-July, for arrival 13 months later), the club is then obligated to pay all the costs associated with the student, regardless of whether or not the club hosts the student.  There are no refunds.
 
For whatever reason, if the club is unable to host the student, that club is still responsible for the commitment fee, monthly allowance, monthly lunch, and any administrative fees.  If the student cannot be hosted, the district committee will attempt to place the student in a district rescue club.  If a rescue club can only be found outside of the district, fees are at the discretion of the rescue district.
 
OUTBOUND PAYMENT AND REFUND POLICY
 
Rotary District 6270 has instituted a single-fee policy for the Rotary Youth Exchange program with four installment dates: Date of District Interviews, February 1, April 1 and June 1.  The amount of each installment is established annually based on the estimated costs of the program.  For example, for the exchange year of 2019-2020, the payments were as follows:
 
  • $1700 payable at District Interviews
  • $1700 on February 1, 2019
  • $1700 on April 1, 2019
  • $1700 on June 1, 2019


    Payments not received on the due date may delay further processing of a candidate unless arrangements are established with the District 6270 Rotary Youth Exchange Committee.
 
As the refund is determined by the amount forwarded to District 6270, the following policy will state the amount that District 6270 will retain at each stage.  The refund will be the excess of the amount forwarded for an outbound candidate over the stated retained amount.
 
  • $-0-      District 6270 will retain no amount and will refund all monies for a candidate up to the time that the full application is submitted to District 6270 irregardless of when the application may be submitted to Central States Rotary Youth Exchange.
  • $750    District 6270 will retain $750 of an applicant’s monies from time of submission of the application to District 6270 to the earlier of January 15 or release of the country assignments.
  • $1500  District 6270 will retain $1500 of an applicant’s monies from the earlier of January 15 or release date of the country assignments until the end of February.
  • There is no refund of any monies for withdraws dated March 1 and after.
Notification of withdraw from the program requires an email or postal delivery letter to both the District 6270 Youth Exchange Chairperson (Kelly Mundell) and the District 6270 Outbound Coordinator (Kristine Culver).  The receipt date of such notice will determine the retained amount.
